Its Artistic Director, the internationally known and experienced curator Ivo Mesquita, left the huge second floor of the Oscar Niemeyer building entirely empty as a comment on the intricate bureaucratic politics of the event, and on biennials in general. His budget had been reduced as well, from the $12 million of the previous 27th Biennial to a mere $3.5 million, and he left a debt of some $2 million. He selected just over 40 artists to convey a radical curatorial statement, while trying to place the 28th Biennial "in living contact" with the art of the world.&lt;br /&gt;&lt;br /&gt;In contrast, this year's 29th edition, said to be anchored by the notion that "it is impossible to separate art from politics," has benefited from major advantages: the commitment and resolve of the new president of the Foundation (elected last year), the well-respected consulting executive Heitor Martins, who presided over a spectacular turn in the finances of the SP Biennial; as well as a new Biennial Council, directly linked with the arts. On top of all that, this edition had at its disposal a very healthy and generous budget of $17.5 million and 159 artists to boot.&lt;br /&gt;&lt;br /&gt;In July 2009, Moacir dos Anjos was appointed Chief Curator of the 29th edition of the SP Biennial. He served as Director of the Museum of Modern Art of Recife, Brazil, between 2001 and 2006; and as co-curator of the Brazil participation as guest country at ARCO'08 in Madrid. A specialist in Nelson Leirner, Cildo Meireles, and Rosângela Rennó, dos Anjos immediately revealed his intention of "reasserting the relevance of the São Paulo Biennial" after its rather serious institutional crisis, and of vindicating what he called the "experimentalism" of biennials as the fundamental principle of his platform. He conceived an ambitious project, inspired by the Brazilian poet Jorge de Lima's major work, Invenção de Orfeu (1952), from which dos Anjos took the title of the 29th edition: "Há sempre um copo de mar para um homem navegar" (There's always a cup of sea to sail in).&lt;br /&gt;&lt;br /&gt;By mid-November 2009, at the same time that dos Anjos disclosed the composition of the international team of curators who were to assist him in developing his project, it was announced that he was about to share the directorship of the Biennial with Agnaldo Farias, better known for his involvement and work in the two worst biennials in the history of São Paulo, those directed by Nelson Aguilar (1996) and Alfons Hug (2002). When the Biennial opened to the public on September 25th, the Brazilian press covering the Biennial devoted its attention to Farias, often without mentioning dos Anjos, who had already disappeared from the public eye. Farias had become the de facto Chief Curator of the 29th edition of the Biennial.&lt;br /&gt;&lt;br /&gt;What happened in between I cannot say. It will most likely remain a subject of speculation and dispute, among the secrets that always surround events of this kind. The story is very telling, however, not only about the dynamics that may have doomed this promising edition, but also the shortsightedness of those in a position to prevent it. For this Biennial not only has a spectacular team of curators—Rina Carvajal, Sarat Maharaj, Chus Martínez, Yuko Hasegawa, and Fernando Alvim (who nevertheless ended up fighting among themselves for lack of proper direction)—but it also has the support and enthusiasm of a whole art community, a public ready to turn the corner from oblivion and irrelevance, the means to get there, and a multitude of artists with impressive works to make it happen.&lt;br /&gt;&lt;br /&gt;The result, instead, is boring, to say the least. Forget the utopian dimension that dos Anjos envisioned from the verses of Jorge de Lima, whose Invention of Orpheus sings of "the power to sail on, even without ships, / even without waves and sand". Forget experimentation and forget risk. But please don't get it wrong: when Rina Carvajal announced in November 2009 that the Biennial was going to take up the relations of art and politics, I'm sure she could not have foreseen the dispersal and misplacement of artists and their works—works that, in context, could have offered a compelling, even revisionary understanding of the complex ideas and influences that preceded what today passes as "political art." And I'm almost convinced that the contributions of Chus Martínez would have made clear the direction of those routes and openings that talented artists such as Jonathas de Andrade, Tobias Putrih, Mário Garcia Torres, Tamar Guimarães or Antonio Vega Macotela could only manage to insinuate, individually, in this general confusion.&lt;br /&gt;&lt;br /&gt;In truth, there was enough to have "an extraordinary Biennial," as Carvajal had dreamed of, but not enough to make sense of it. A purpose, a direction, or a clear idea of how to relate artists, artworks, times, and places to one another was missing. And the 29th SP Biennial really has it all: from wonderful terreiros (meeting places) with a variety of functions to art-fair-style, monumentally ugly-tacky sculptures; from political manifestos to social documentaries; from opportunist trivialities to philosophical conundrums; from porno-misery to graffiti; from anthropological entertainment to psycho-poetry; from light shows to poetic pedagogy. It was all there together, leveled, as if in an art fair, without purpose and without sense; loosely framed, instead, between Flávio de Carvalho's revelation ("All of the ideas here exposed, all of the conclusions reached, are attempts to attain a supposed truth… an illusory phenomenon imperceptible to the naked eye") and Anri Sala's predicament via The Clash (Should I Stay or Should I Go?).&lt;br /&gt;&lt;br /&gt;There are also "political scandals," some more entertaining than others. The one instigated by Roberto Jacoby's work, a sort of electoral office managed by an Argentine Brigade for Dilma Rousseff, the Workers' Party candidate to the Brazilian presidency, threatens to be milked until the end of the Biennial. According to the Biennial Foundation, a report by the Electoral Attorney General's office considered the work to be "an electoral offense," breaking the law that prohibits "the transmission of propaganda of any nature" in places run by public authorities. Agnaldo Farias declared to the press: "We can not contest the court ruling because we even run the risk of going to jail. If we had known in advance that the work dealt with Dilma, we would have warned the artist, because we'd have known there would be problems." Consequently, the work was covered from view, literally censored from the exhibition. As for the curator's claim not to have known the nature of the work: he could have seen it perfectly reproduced in his Biennial's catalogue and its website.&lt;br /&gt;&lt;br /&gt;The apparent paradox that this situation has happened within the context of an exhibition that insists on the relations of art and politics attests to what Jacoby wanted to achieve in the first place: "forcing the art establishment to become involved in a discussion on the verifiable fact that, today, in a geopolitical space like Latin America, there is more experimentation, more creativity, and—ultimately—more hope in the realm of politics—from institutions to social movements—than in the contemporary art system."&lt;br /&gt;&lt;br /&gt;Whatever you may think of the work, it seems beyond the pale when a curator decides to censor a work by protecting himself behind the alleged decision of a tribunal that expressed the possibility that Jacoby's work may be required to comply with an electoral law. The least that an artist could expect from a curator is the total and unequivocal defense of the art space as "territory of full liberty," as editor Marcos Augusto Gonçalves characterizes it. But instead of evaluating and answering for Jacoby's politically confrontational work with artistic and aesthetic criteria, Farias allows it to be judged by an electoral law to which he subscribes his authority and his exhibition, thus confusing politics and the political. That is, Farias's decision dangerously obliterates any distinction between what Jacoby is dealing with (politics) and that other meeting ground between politics and the police (the political), where rights and freedoms confront the established order of control.&lt;br /&gt;&lt;br /&gt;In brief, under Farias's conservative and reactionary direction of the 29th edition of the SP Biennial, scattered and adrift, is a missed opportunity, lacking much sense or much guts. As if playing a game of daring to fall with a noose around his neck from a place high enough off the ground that the fall would hang him, Farias’s failure was already foretold. And so, the complexity and poetry that dos Anjos proposed became, simply put, a matter for the police to deal with. I’m almost sure that this is precisely what the three live vultures in Nuno Ramos’ gigantic and brutalist sculpture were anticipating.&lt;br /&gt;&lt;br /&gt;—Octavio Zaya&lt;br /&gt;&lt;br /&gt;Octavio Zaya is a curator and writer based in New York since 1978. Contrariamente a lo que el texto afirma en ningún momento el proyecto presentado a la curadoria de la 29ª Bienal de Sao Paulo por Roberto Jacoby hizo referencia directa a la campaña presidencial en Brasil. En todas las numerosas comunicaciones enviadas (por correo electrónico, skype y teléfono), el artista dijo que quería reflexionar sobre procesos electorales de una campaña electoral ficticia e hipotética. El contenido de la información proporcionada por el artista se expresa en el texto que muestra su trabajo, publicado en el catálogo y el sitio de la exposición.&lt;br /&gt;&lt;br /&gt;2. El hecho de que las imágenes de los candidatos Dilma Rousseff (PT) y José Serra (PSDB), fueron publicados en el catálogo y el sitio de la 29ª Bienal de Sao Paulo no pretende, en absoluto, el conocimiento previo de los comisarios sobre el contenido del trabajo tal como está presentado en espacio de exposición. Las imágenes fueron entregados por el artista en la fecha límite para el cierre de la publicación del catálogo, con el objetivo supuesto (no se proporcionó información específica o diferentes de aquellas que fueron ofrecidas por el artista) de simbolizar la referida campaña ficticia e hipotética, dada la fácil identificación de imágenes con el tema de trabajo. No aceptarlas significaría dejar en blanco las páginas del catálogo y no confiar en la palabra del artista sobre el contenido de su participación en la 29 ª Bienal de São Paulo. Presunción que resultó, como el curso de los acontecimientos iba a probar, imprudente.&lt;br /&gt;&lt;br /&gt;3. Al iniciar el montaje del trabajo, el artista y otros miembros de su equipo llevaban camisetas en apoyo a la candidata Dilma Roussef y comenzaron desembalar y exhibir partes de las fotografías de los candidatos que ijaron continuación en las paredes (hay que señalar que estas fotografías fueron producido sin control y sin ningún conocimiento de la institución, por decisión del artista). Simultáneamente fue publicada inormación en el periódico O Estado de Sao Paulo sobre el supuesto contenido de su trabajo para la 29ª Bienal de São Paulo, a partir de una entrevista con Roberto Jacoby: establecer un comité de campaña para Dilma Roussef en el interior de la 29ª Bienal de Sao Paulo, llamado ”Brigada Argentina por Dilma”.&lt;br /&gt;&lt;br /&gt;4. La Curadoría inmediatamente alertó al artista de los posibles problemas que este proyecto podría causar, por estar infringiendo la ley federal que prohíbe la realización de propaganda electoral en los edificios públicos (el Pabellón de la Bienal es propiedad de la Municipalidad de Sao Paulo), durante el periodo de campaña política. El delito sería acompañado por otro igualmente grave: hacer campaña electoral con fondos públicos (la 29a Bienal de Sao Paulo es financiada principalmente con fondos públicos de la Ley Rouanet). El Sr. Roberto Jacoby tranquilizó a los curadores diciendo que no desobedecería la ley brasileña, y que no nos preocuparamos. Según nos aseguró, los periodistas habrían malinterpretado lo que había dicho. Una vez más, confiamos y creimos en el artista. Reconocemos la imprudencia.&lt;br /&gt;&lt;br /&gt;5. En la noche de inauguración de la 29a Bienal para invitados (21 de septiembre), el Sr. Roberto Jacoby y otros miembros de la “Brigada Argentina por Dilma” distribuyeron al público, al contrario de lo que el artista había dicho, propaganda electoral a favor de Dilma Roussef, y difundieron en un monitor colocado en la sala de exposición, declaraciones grabadas de varias personas en apoyo del candidato.&lt;br /&gt;&lt;br /&gt;6. Alertados por miembros del propio gobierno de Lula (preocupados con el posible impacto negativo que el uso de los recursos proporcionados por el Ministerio de Cultura fueran utilizados para hacer campaña ilegal de sus candidatos) y por abogados consultados informalmente, la Presidencia de la Fundación Bienal de São Paulo decidió consultar oficialmente a la justicia electoral de la situación. La respuesta fue bastante clara: el trabajo del Sr. Roberto Jacoby configuraba delito electoral y podría, si era detenido y procesado como tal, comprometer la capacidad de la institución para establecer acuerdos con los organismos públicos en el futuro. La Presidencia de la Fundación Bienal de Sao Paulo y la curadoría de la Bienal de 29a decidieron no incurrir en riesgos que, causados por la mala fe del Sr. Roberto Jacoby, pudiesen comprometer el proceso de recuperación de la institución, que hace menos de dos años era dada como fallida. Como gestores públicos, sería un acto de injustificable irresponsabilidad con un bien público que es regresado a la sociedad brasileña.&lt;br /&gt;&lt;br /&gt;7. A diferencia de lo que el texto publicado por el Sr. Roberto Jacoby afirma, la alerta de los dos curadores sobre los riesgos de penalización personal de la situación se referían al propio artista, y no a los curadores. Si la institución de la Fundación Bienal de São Paulo era llevado ante la justicia, sin duda co-responsable de la situación, el punto de vista personal del artista el que estaba violando la ley electoral del país. Sin embargo, esperamos que esta información falsa contenida en el texto se deba a un problema de “malentendido lingüístico” y no a otro acto de mala fe del artista.&lt;br /&gt;&lt;br /&gt;8. Que quede claro aquí que la posición de la curadoría de la Bienal 29a es la defensa de cualquier propuesta artística, siempre que no está violando las normas legales. Uno puede estar en desacuerdo con esa postura (“cobarde”, diría el Sr. Roberto Jacoby), pero creemos que es una postura responsable y ética cuando se trabaja con fondos públicos, recogidos y distribuidos bajo las reglas establecidas por la ley en un régimen democrático. Es por esta razón que la curadoría está defendiendo la permanencia de otras obras que también han sido objeto de controversia en la 29ª Bienal de Sao Paulo, al mismo tiempo que solicitó al Sr. Roberto Jacoby la cobertura o el retiro unicamente de los elementos de su obra que constituian propaganda elecctoral a favor de la candidata Dilma Roussef. Mientras que las primeras obras señaladas no estan infirngiendo ninguna ley aprobada por los principios democráticos (incluso si personas o grupos sociales se sienten ofendidos por ellas y expresan activa y libremente contra la permanencia de las obras expuestas en la muestra dentro o fuera del espacio de la Bienal), el trabajo del Sr.. Roberto Jacoby desafía la ley brasileña que rige las campañas electorales en el país.&lt;br /&gt;&lt;br /&gt;9. Contrariamente a lo que el documento divulgado por el Sr. Roberto Jacoby sugiere, todos los elementos discursivos y participativo que su proyecto contiene (debates, talleres, etc) se mantuvo, incluso con las críticas directas y muchas veces ofensivas para los curadores de la 29ª Bienal de São Paulo, la institución y el sistema del arte en general. La idea de que el artista y su “Brigada Argentina por Dilma” redactara el texto aquí comentado (San Pablo Arde: el fantasma de la política en la Bienal) y fuera publicado en el espacio de exposición fue, ademas, una sugerencia de la propia curadoría, como el Sr. Roberto Jacoby sin duda puede atestiguar. lamentamos la inclusión no autorizada de los nombres de respetadas investigadoras brasileñas como firmantes de este documento que, en correspondencia privada con los curadores y también con los responsables de la difusión del texto del Sr. Roberto Jacoby, dijeron que no estar de acuerdo ni con el contenido ni con los términos del texto escrito por el artista y que no habían autorizado la inclusión de sus nombres en la lista de sus adherentes, llevándolos a ir personalmente a la sala de exposiciones para eliminar su nombre de ella. Es lamentable que incluso después del manifestación de los investigadoras la lista continue siendo difundida a través de varios sitios de Internet con sus firmas, induciendo a los lectores a un grave error. También se acordó entre los curadores y el artista, sobre el testimonio de varios otros miembros de la “Brigada Argentina por Dilma” y la Bienal de Sao Paulo, que este texto, explicando las razones de la curatoria sería difundido y publicado junto al texto de la artista en el espacio expositivo. Así, en ningún momento, su “máquina para producir antagonismos”, como el mismo la llama, ha sido desactivada. Los únicos elementos de ella que se retiraron serán los que constituyen deloto electoral en Brasil, como se ha dicho antes.&lt;br /&gt;&lt;br /&gt;La posición de la víctima en la que el Sr. Roberto Jacoby se coloca no se corresponde con la naturaleza de sus acciones durante todo el proceso que precedió a la apertura de la 29ª Bienal de São Paulo. Además de los hechos ya señalados anteriormente, el artista y otros miembros de la “Brigada Argentina por Dilma” crearon, a lo largo del montaje de la muestra, situaciones que tienen por objeto sólo inflamar los ánimos entre el grupo y la institución en una practica que deja al descubierto las prácticas políticas que Sr. Roberto Jacoby realmente aprecia. Lo más grave es que esas prácticas tenían como objetivo principal el trabajo de otros artistas en la muestra, que en dos casos fueron literalmente escalados por los miembros de la “Brigada Argentina por Dilma”, poniendo en peligro su integridad (lamentables acontecimientos que presenciaron decenas de personas que trabajan en el edificio, incluyendo en una de sus ocasiones uno de los curadores en jefe). La falta de respeto explicito por el trabajo de otros (también expresado en provocaciones verbales durante todo el proceso de montaje) dice mucho del grado de autoritarismo que la práctica del Sr. Roberto Jacoby contiene, aunque disfrazado de corrección política.&lt;br /&gt;&lt;br /&gt;11. Por estas razones, es razonable suponer que el Sr. Roberto Jacoby no le importa lo más mínimo las consecuencias negativas que su trabajo puede provocar a la inserción de la Bienal de Sao Paulo en el cuerpo social de Brasil, ya que parece basar su práctica en una oposición simplista y retrograda entre el artista y la institución. Más que un compromiso real con el cambio social que una eventual victoria de la candidata Dilma Roussef puede representar para Brasil y el continente latinoaméricano parece interesarle la creación de un enfrentamiento artificial entre su trabajo y los límites de medio artístico, causando el máximo efecto mediatico en provecho propio. No tenemos ningún problema en admitir que, en este caso, llegamos a los límites de la institución, y que este reconocimiento permitirá que el trabajo del artista “funcione” de forma satisfactoria. No es de extrañar, que el Sr. Roberto Jacoby, que durante la reunión en que comunicamos la imposibilidad de permanencia de los elementos de la campaña electoral en la obra, afirmara que documentaría todo el proceso de extracción / cobertura de estos elementos para incluirlo como parte del proyecto para la próxima Bienal de Venecia. El texto antes mencionado, creemos, será parte de ese trabajo, y autorizamos desde ya este texto para ser incluido en el proyecto del Sr. Roberto Jacoby, si así lo desee y siempre que se incluya en su totalidad. Esta es nuestra contribución a su práctica.&lt;br /&gt;&lt;br /&gt;12. En relación a la inclusión de Tucumán Arde en la 29 ª Bienal de São Paulo bajo el título de Grupo de Arte de Vanguardia, en la que el Sr. Roberto Jacoby dice que esto es una prueba más de la falta de compromiso de la curadoría con la radicalidad del hecho político tenemos que declarar lo siguiente: 1. son ampliamente conocidas las diferencias que existen entre los investigadores del tema (incluso entre algunos de los firmantes del documento escrito por el artista), sobre las formas de presentación y la denominación de este complejo evento ocurrido en Argentina en 1968, 2. Decidimos adoptar el formato y la manera de mantener un diálogo con los investigadores y curadores del Museo de Arte Contemporáneo de Barcelona (MACBA), propietario de la colección de documentos que se prestó para la exhibición en la 29ª Bienal de São Paulo. Es más bien vergonzoso, sin embargo, el enfoque sugerido en el texto publicado por el Sr. Jacoby, entre el evento Tucumán Arde y el proyecto que presentó en la 29ª Bienal de São Paulo, en términos de relevancia política. A tenor de lo sucedido en las últimas 48 horas, hay serios motivos para dudar de la honestidad de esta declaración.&lt;br /&gt;&lt;br /&gt;La obra de la Bienal de Sao Paulo que promete ser la más interesante no ha sido realizada por ningún artista, sino por la propia institución cuando ordenó cubrir unos imponentes paneles con papel de embalar, para impedir que puedan verse dos ampliaciones fotográficas: el rostro amistoso y atractivo de Dilma Rousseff frente al gesto agrio de José Serra, su opositor socialdemócrata en las elecciones a la presidencia de Brasil.&lt;br /&gt;La obra propuesta por el argentino Roberto Jacoby ha consistido en socializar su espacio para que sea gestionado por una Brigada Argentina por Dilma que se dispuso a diseminar abiertamente propaganda favorable a la candidata del Partido de los Trabajadores en sucesión de Lula, apostando a ser parte del momento histórico excepcional de unidad, solidaridad, redistribución y democracia que se abre en América Latina.&lt;br /&gt;De acuerdo con la —poco convincente— justificación hasta ahora emitida por la Fundación Bienal de San Pablo, un informe de la Procuraduría Electoral General habría decretado que la obra incurre en un "delito electoral" por quebrantar la Ley que impide la "vehiculación de propaganda de cualquier naturaleza" en espacios cuyo uso dependa de los poderes públicos. Sin embargo fue la propia Bienal la que concurrió a sede judicial para denunciar la obra que habían invitado.&lt;br /&gt;Uno de los curadores de la Bienal, Agnaldo Farias, ha declarado a la prensa que "no podemos contestar la decisión de la justicia, porque corremos incluso el riesgo de que nos lleven presos. Si hubiésemos conocido de antemano que se trataba de Dilma, sabedores de que habría habido problemas, hubiéramos avisado al artista". El argumento de los curadores de que habrían “sido sorprendidos” por el desarrollo de la pieza no se sostiene, ya que la misma fotografía censurada figura tanto el catálogo de la Bienal como en su sitio web.&lt;br /&gt;A esta afirmación pusilánime no se puede sino responder con una pregunta: ¿qué piensa que convoca un curador de arte establecido cuando invoca la palabra "política"? Más allá de este caso puntual, no son infrecuentes las propuestas curatoriales que apelan a la relación “arte y política” para exhibir cementerios documentales o retratos de pobres o raros distantes. Esta obra política de Jacoby se opone eficazmente a esta despotenciación del arte político que ejerce actualmente el mainstream institucional.&lt;br /&gt;Pero ¿qué sucede cuando un artista se toma en serio la necesidad de convertir un espacio artístico en un espacio público, para producir confrontación política —y no falso consenso— en tiempo real y en el mismo vientre del sistema del arte? El alma nunca piensa sin imagen —que así se titula la obra— consiste en algo más que la propaganda electoral favorable a Dilma: el espacio de la muestra asignado a Jacoby se transformó además en una máquina de producir antagonismo entre opiniones diversas, tomando partido e imponiendo al establishment artístico implicarse en una discusión sobre el hecho constatable de que, en un espacio geopolítico como América latina, existe hoy más experimentación, más creatividad y —en definitiva— más esperanza en el área de la política y de lo político —desde las estructuras institucionales hasta el campo de los movimientos sociales— que en el sistema del arte contemporáneo. &lt;br /&gt;Jacoby participa en la Bienal por partida doble, pues integró asimismo el colectivo de artistas, sociólogos, militantes de varias ciudades que en 1968 produjo la histórica Tucumán Arde, documentada erróneamente —y se trata de un síntoma grave y elocuente— en el web de la Bienal como una obra del Grupo de Arte de Vanguardia rosarino. Ésta fue clausurada en la central obrera en Buenos Aires, bajo presiones militares durante la dictadura del general Onganía: su provocación consistía en desbordar el sistema del arte para abrazar el movimiento de protesta social en contra del sistema vigente. A la inversa, El alma nunca piensa sin imagen parece haber sido censurada por instalar en el centro del sistema del arte una actividad a favor de un proceso extraartístico que sucede en la institución política. font-family: times new roman;font-size:100%;" &gt;El alma nunca piensa sin imagen&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="font-family: times new roman;"&gt;  (A alma nunca pensa sem imagem), traz uma foto da candidata à  presidência Dilma Rousseff, do PT, e do candidato pelo PSDB, José Serra,  no que seria uma simulação de campanha política. Também conta com a  intervenção de falsos cabos eleitorais. Em um grande painel, Dilma  aparece sorridente na foto, enquanto Serra tem cara de poucos amigos. Em  entrevista ao &lt;/span&gt;&lt;/span&gt;&lt;span style="font-weight: bold; font-family: times new roman;font-size:100%;" &gt;Opera Mundi&lt;/span&gt;&lt;span style="font-size:100%;"&gt;&lt;span style="font-family: times new roman;"&gt;,  Jacoby contou que é abertamente partidário de Dilma e do PT e que a  decisão da barrar seu trabalho contraditória, uma vez que foi a própria  Bienal que o convidou e também quem fez a consulta sobre a regularidade à  PRE-SP (Procuradoria Regional Eleitoral em São Paulo), para justificar a  decisão de censurar a obra.                        &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: times new roman;"&gt;No pedido de informações enviado à PRE-SP no dia 21 de setembro, a  Fundação Bienal argumenta que, “para sua surpresa, ao verificar a  montagem da instalação, deparou-se com uma obra representando verdadeira  campanha política, cujo espaço reservado àquele artista argentino está  sendo utilizado para fazer propaganda eleitoral a favor da candidata  Dilma Rousseff à Presidência da República, representando o Partido dos  Trabalhadores”.                        &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family: times new roman;"&gt;A surpresa foi, na verdade, do próprio Jacoby. No obstante, creo que texto bien podría permitir seguir pensando sobre los modos complejos de nombrar lo político en un evento como la Bienal. El texto ha sido&lt;a href="http://art-agenda.com/agenda/view/87" style="color: rgb(43, 185, 236); "&gt;publicado&lt;/a&gt; en Art Agenda, y de momento solo en inglés, idioma en el cual lo reproduzco.&lt;br /&gt;......&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: 17px; "&gt;&lt;span style="font-weight: bold; "&gt;Politics and 'The Political' at the 29th Sao Paulo BIennial. &lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-weight: bold; "&gt;&lt;br /&gt;The Hanged and the Unhanged&lt;/span&gt;&lt;br /&gt;&lt;p&gt;How do you follow, and what do you do after "The Void," the so-dubbed 28th edition of the São Paulo Biennial (2008)? Its Artistic Director, the internationally known and experienced curator Ivo Mesquita, left the huge second floor of the Oscar Niemeyer building entirely empty as a comment on the intricate bureaucratic politics of the event, and on biennials in general. His budget had been reduced as well, from the $12 million of the previous 27th Biennial to a mere $3.5 million, and he left a debt of some $2 million. He selected just over 40 artists to convey a radical curatorial statement, while trying to place the 28th Biennial "in living contact" with the art of the world.&lt;/p&gt;&lt;p&gt;In contrast, this year's 29th edition, said to be anchored by the notion that "it is impossible to separate art from politics," has benefited from major advantages: the commitment and resolve of the new president of the Foundation (elected last year), the well-respected consulting executive Heitor Martins, who presided over a spectacular turn in the finances of the SP Biennial; as well as a new Biennial Council, directly linked with the arts. On top of all that, this edition had at its disposal a very healthy and generous budget of $17.5 million and 159 artists to boot.&lt;/p&gt;&lt;p&gt;In July 2009, Moacir dos Anjos was appointed Chief Curator of the 29th edition of the SP Biennial. He served as Director of the Museum of Modern Art of Recife, Brazil, between 2001 and 2006; and as co-curator of the Brazil participation as guest country at ARCO'08 in Madrid. A specialist in Nelson Leirner, Cildo Meireles, and Rosângela Rennó, dos Anjos immediately revealed his intention of "reasserting the relevance of the São Paulo Biennial" after its rather serious institutional crisis, and of vindicating what he called the "experimentalism" of biennials as the fundamental principle of his platform. He conceived an ambitious project, inspired by the Brazilian poet Jorge de Lima's major work, &lt;i&gt;Invenção de Orfeu&lt;/i&gt; (1952), from which dos Anjos took the title of the 29th edition: "Há sempre um copo de mar para um homem navegar" (There's always a cup of sea to sail in).&lt;/p&gt;&lt;p&gt;By mid-November 2009, at the same time that dos Anjos disclosed the composition of the international team of curators who were to assist him in developing his project, it was announced that he was about to share the directorship of the Biennial with Agnaldo Farias, better known for his involvement and work in the two worst biennials in the history of São Paulo, those directed by Nelson Aguilar (1996) and Alfons Hug (2002). When the Biennial opened to the public on September 25th, the Brazilian press covering the Biennial devoted its attention to Farias, often without mentioning dos Anjos, who had already disappeared from the public eye. Farias had become the de facto Chief Curator of the 29th edition of the Biennial.&lt;/p&gt;&lt;p&gt;What happened in between I cannot say. It will most likely remain a subject of speculation and dispute, among the secrets that always surround events of this kind. The story is very telling, however, not only about the dynamics that may have doomed this promising edition, but also the shortsightedness of those in a position to prevent it. For this Biennial not only has a spectacular team of curators—Rina Carvajal, Sarat Maharaj, Chus Martínez, Yuko Hasegawa, and Fernando Alvim (who nevertheless ended up fighting among themselves for lack of proper direction)—but it also has the support and enthusiasm of a whole art community, a public ready to turn the corner from oblivion and irrelevance, the means to get there, and a multitude of artists with impressive works to make it happen.&lt;/p&gt;&lt;p&gt;The result, instead, is boring, to say the least. Forget the utopian dimension that dos Anjos envisioned from the verses of Jorge de Lima, whose &lt;i&gt;Invention of Orpheus&lt;/i&gt; sings of "the power to sail on, even without ships, / even without waves and sand". Forget experimentation and forget risk. But please don't get it wrong: when Rina Carvajal announced in November 2009 that the Biennial was going to take up the relations of art and politics, I'm sure she could not have foreseen the dispersal and misplacement of artists and their works—works that, in context, could have offered a compelling, even revisionary understanding of the complex ideas and influences that preceded what today passes as "political art." And I'm almost convinced that the contributions of Chus Martínez would have made clear the direction of those routes and openings that talented artists such as Jonathas de Andrade, Tobias Putrih, Mário Garcia Torres, Tamar Guimarães or Antonio Vega Macotela could only manage to insinuate, individually, in this general confusion.&lt;/p&gt;&lt;p&gt;In truth, there was enough to have "an extraordinary Biennial," as Carvajal had dreamed of, but not enough to make sense of it. A purpose, a direction, or a clear idea of how to relate artists, artworks, times, and places to one another was missing. And the 29th SP Biennial really has it all: from wonderful &lt;i&gt;terreiros&lt;/i&gt; (meeting places) with a variety of functions to art-fair-style, monumentally ugly-tacky sculptures; from political manifestos to social documentaries; from opportunist trivialities to philosophical conundrums; from porno-misery to graffiti; from anthropological entertainment to psycho-poetry; from light shows to poetic pedagogy. It was all there together, leveled, as if in an art fair, without purpose and without sense; loosely framed, instead, between Flávio de Carvalho's revelation ("All of the ideas here exposed, all of the conclusions reached, are attempts to attain a supposed truth… an illusory phenomenon imperceptible to the naked eye") and Anri Sala's predicament via The Clash (&lt;i&gt;Should I Stay or Should I Go?&lt;/i&gt;).&lt;/p&gt;&lt;p&gt;There are also "political scandals," some more entertaining than others. The one instigated by Roberto Jacoby's work, a sort of electoral office managed by an Argentine Brigade for Dilma Rousseff, the Workers' Party candidate to the Brazilian presidency, threatens to be milked until the end of the Biennial. According to the Biennial Foundation, a report by the Electoral Attorney General's office considered the work to be "an electoral offense," breaking the law that prohibits "the transmission of propaganda of any nature" in places run by public authorities. Agnaldo Farias declared to the press: "We can not contest the court ruling because we even run the risk of going to jail. If we had known in advance that the work dealt with Dilma, we would have warned the artist, because we'd have known there would be problems." Consequently, the work was covered from view, literally censored from the exhibition. As for the curator's claim not to have known the nature of the work: he could have seen it perfectly reproduced in his Biennial's catalogue and its website.&lt;/p&gt;&lt;p&gt;The apparent paradox that this situation has happened within the context of an exhibition that insists on the relations of art and politics attests to what Jacoby wanted to achieve in the first place: "forcing the art establishment to become involved in a discussion on the verifiable fact that, today, in a geopolitical space like Latin America, there is more experimentation, more creativity, and—ultimately—more hope in the realm of politics—from institutions to social movements—than in the contemporary art system."&lt;/p&gt;&lt;p&gt;Whatever you may think of the work, it seems beyond the pale when a curator decides to censor a work by protecting himself behind the alleged decision of a tribunal that expressed the possibility that Jacoby's work may be required to comply with an electoral law. The least that an artist could expect from a curator is the total and unequivocal defense of the art space as "territory of full liberty," as editor Marcos Augusto Gonçalves characterizes it. But instead of evaluating and answering for Jacoby's politically confrontational work with artistic and aesthetic criteria, Farias allows it to be judged by an electoral law to which he subscribes his authority and his exhibition, thus confusing &lt;i&gt;politics&lt;/i&gt; and &lt;i&gt;the political&lt;/i&gt;. That is, Farias's decision dangerously obliterates any distinction between what Jacoby is dealing with (&lt;i&gt;politics&lt;/i&gt;) and that other meeting ground between politics and the police (&lt;i&gt;the political&lt;/i&gt;), where rights and freedoms confront the established order of control.&lt;/p&gt;&lt;p&gt;In brief, under Farias's conservative and reactionary direction of the 29th edition of the SP Biennial, scattered and adrift, is a missed opportunity, lacking much sense or much guts. As if playing a game of daring to fall with a noose around his neck from a place high enough off the ground that the fall would hang him, Farias’s failure was already foretold. And so, the complexity and poetry that dos Anjos proposed became, simply put, a matter for the police to deal with. I’m almost sure that this is precisely what the three live vultures in Nuno Ramos’ gigantic and brutalist sculpture were anticipating.&lt;/p&gt;&lt;p&gt;&lt;b&gt;—Octavio Zaya&lt;/b&gt;&lt;/p&gt;&lt;p&gt;Octavio Zaya is a curator and writer based in New York since 1978. El público también podrá escribir cartas con sus opiniones y pegarlas en las paredes.&lt;br /&gt;&lt;br /&gt;La Brigada Internacional Argentina de apoyo a Dilma viajará a Brasil y realizará talleres, paneles y actividades diversas durante el 20 y el 26 de Septiembre.&lt;br /&gt;&lt;br /&gt;Se invita a artistas, intelectuales y activistas para el desarrollo de estas actividades hasta el 12 de Diciembre.&lt;br /&gt;&lt;br /&gt;Roberto Jacoby&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Descripçao:&lt;br /&gt;&lt;br /&gt;22 artistas e intelectuais argentinos viajam a SP para participar do projeto.
